When a project is in it's infancy, it is paramount that the requirements are validated against the objectives and the aims of the business. Therefore, there must always be an independent voice that can sit comfortably between the business and technology to ensure that these objectives remain in focus - a cornerstone of modern testing, and an important role for any tester.
However the tester should also encourage the proliferation of this QA mindset into the behaviour of all other team members; e.g. collaborate with analysts on producing testable acceptance criteria for all requirements, reviewing low level test code coverage and pairing with developers to review functional test coverage, encouraging test design before development implementation (T.D.D. / B.D.D.), etc.

Team culture; i.e. the way a team designs, develops, tests and releases a product, is an important foundational process that must be carefully thought out and agreed by all members of an autonomous project team, prior to starting development, testing and release of any given product. This often requires a cultural shift for many members of a multidisciplinary project team;
Teams / Squads, who don't define on how to work together in order to deliver high quality products; something that typically involves agreeing on definitions of ready for development, test, done and release, tend to start off with the same enthusiasm as a team that has agreed on a ways of working. However that latter's efficiency of delivery soon suffers from a chaotic development, test and release process, as without a common set of delivery principles, individuals work in different ways, causing confusion and miscommunication between all parties, and ultimately delays.
This in turn, inevitably leads to a culture of bad practices in development, testing and release, where a lot of energy and focus is on tweaking elements of the process instead of product delivery, an unnecessary and costly overhead, that can lead to the halt or even abandonment of the project.
Therefore, the initial goal of any project is to ensure that there is an agreed product delivery process from analysis through to release sign off is a seamless, almost invisible enabler and not a hindrance so that the team dynamics are settled early on,with the focus of the entire team solely on delivery of the requirements.
